BOARD OF SELECTMEN MEETING

Tuesday, July 10, 2007

 

The Regular meeting of the Board of Selectmen was held at 7:30 pm in the Sharon Town Offices with Chair Walter Joe Roach, Selectmen William A. Heitin and Selectman Richard A. Powell.  

The meeting was called to order at 7:30 p.m.

 

CANDIDATE FOR ENERGY ADVISORY COMMITTEE: NATE SIMON

 

Mr. Simon explained that for the last five or six years he has been involved and interested in the aspect of remodeling as it pertains to energy efficiency and conservation.  Based on this interest he is applying to be a member of the Town’s Energy Advisory Committee.  Mr. Simon also spoke about the importance of the public education process.  There was general discussion about the origins of the Energy Advisory Committee as well as the mission of the Committee which includes conservation, alternative uses and cost benefit analyses.

 

APPROVAL OF MINUTES OF EXECUTIVE SESSION OF MAY 29, 2007 AND JUNE 12, 2007

 

Selectmen Powell asked for a small change to the minutes of May 29, 2007. 

 

VOTED: (Powell/Heitin) Voted unanimously to approve the Executive Session minutes of May 29,

2007, (with the above mentioned change) and June 12, 2007.

 

BANNER REQUEST BY COTTAGE STREET SCHOOL PTSO FOR September 18, 2007 – September 24, 2007 (1st position

 

Selectman Heitin added that the banner was to publicize the Young Audience series.

 

VOTED: (Powell/Heitin) Voted unanimously to authorize the hanging of the banner from September 18, 2007 – September 24, 2007 for the Cottage Street Elementary School PTSO in the first position.

 

PRELIMINARY DRAFT 2007 FALL TOWN MEETING SCHEDULE

 

It was explained that the draft schedule had been sent to the Finance Committee as well as to the Town Clerk and both were in agreement with the draft schedule.  It was asked that the schedule be reviewed by the Town Moderator and that Town Administrator review the schedule.  If all are in agreement then the Selectmen will vote to adopt the draft schedule at their next meeting on July 24th and vote to open the Warrant as well.

 

NEW BUSINESS, OTHER BUSINESS

 

                                   

Selectmen Powell announced that due to the hard work of Sharon’s state legislative delegation that $75,000 has been secured for the repair of the Manns Pond Damn.  This will reduce the Town’s capital budget by $75,000.  Representative Kafka informed the Selectmen that included in the annual budget of the Massachusetts Legislature is $75,000, to be allocated for repairs and renovation of the Manns Pond Dam in Sharon.

 

Selectmen Heitin discussed a meeting he had that morning with Melinda Ordway of the Department of Revenue (DOR).  The Town had requested the review of its financial operations and procedures.  Selectmen Heitin explained that his discussion with Ms. Ordway focused around a need to update procedures and processes.  He added that with the hiring of a new Finance Director that the timing was excellent for the DOR review and the implementation of their recommendations.

 

The audit is scheduled to be completed by the end of the summer. Chairman Roach mentioned that he had met with Ms. Ordway as well and discussed with her the need for improved communications among the various departments.  

 

Chairman Roach announced that the Sharon Annual Lakeside Concert Series will begin at Memorial Beach on July 10, 2007 at 7:30 p.m.

 

VOTED: (Powell/Heitin) Voted unanimously to enter into Executive Session to discuss personnel matters, collective bargaining and pending litigation, and at the conclusion thereof to adjourn for the evening.

 

The Board of Selectmen adjourned at 7:50pm.
